I told it to format the "root" partition with JFS.  The partition in
question is 10gig, so it should have had plenty of space.  That also
seemed to be the first package it tried to install.

Using the GUI in anaconda.

I reproduced the problem three times before posting.  I finally told
it to format the root partition with XFS instead of JFS, and then it
worked fine.

It looks to me like there is a problem using JFS with Fedora Core 4T3.
