If "Suggestions" involve removals you will never be able to avoid
suggestion chains that lead to removing large chunks of the system.
Once a system has been broken with the usage of --nodeps, I don't
think you can algorithmly come up with "sane" suggestions for fixes
all cases... its going to take human interpretation.
