Spamassassin not learning or is sendmail at fault?

Is there a reason why you are not using /etc/mail/access? You can  
specify email addresses in this file as far as I know... I use it to  
filter out high-spam sources and ISPs... An entry such as the folloing  
may work:

user at isp.co.uk   550 Please stop sending me email.
