xorg-x11-drivers [inappropriately] requires all drivers modules

Modular Xorg has separated the drivers so they can be developed/upgraded 
individually, but I believe that Fedora requires *all* drivers to be 
installed so that the various X11 config tools can assume *any* 
necessary drivers will be present, and do not have to  be prepared to 
install missing drivers ...
