This might help answer the question:

usermode-1.94-1 is installed and still also available in the repo.  This is 
running yum --skip-broken update, but it never gets around to listing skipped 
packages, fails first.  It looks like system-config-firewall is being dropped 
out (skipped) but then system-config-firewall is trying to update without the 
appropriate version of system-config-firewall.

So I'm thinking skip-broken just did not apply the skip liberally enough to get 
the broken dep of the skipped package.
