preupgrade from F7 to F8 freeze at "running /sbin/loader"

These lines are added to grub.conf

        kernel /upgrade/vmlinuz preupgrade lang=ja_JP.UTF-8 keymap=us

method=http://ftp.jaist.ac.jp/pub/Linux/Fedora/development/x86_64/os
        initrd /upgrade/initrd.img


Is it enough that /boot has only 100MB?
