Adjust System Time has no effect

I see the difference between the 2 apps now, thank you.
system-config-date works as expected.  The gnome applet does not.

I am logged on as root.  I would assume that there should be enough
authority for this task.

I also opened a bug: https://bugzilla.redhat.com/show_bug.cgi?id=445122.
It was originally opened against system-config-date, but was changed to
gnome-panel by the owner.  Thanks for the confirmation.
