Yeah, let's blame the user.  


It's part of nspluginwrapper.  If you use it on FreeBSD, there are
actually documents that give commands that work, as well as a message
echoed to the screen after installation, explaining its use.

In Fedora, you can download it, read the documentation in the README,
follow it and get command not found  as it tells you to do the logical
thing and run nspluginwrapper.  


Then, you will be asked why you didn't run mozilla-config-plugin.

Makes sense to me.
