Do many users have a use for flash with no video/audio support, zero
possibility of video/audio support, and generally poor compatibility
otherwise?

(A genuine question… Gnash is hard work and I can't fault it for being
not terribly compatible (cause you know— flash ain't done till gnash
won't run) but while something is generally better than nothing, I
don't think flash that won't ever have video is something as far as
most users are concerned)
