I've been puzzling over the packet dump for a while now. It sure seems
like both ends of this tcp6 connection are screwing up. The local
Fedora system isn't trying very hard with sending dup acks. It seems
like it should be sending steady stream of these until either the remote
side get sick of it and sends a RST, until it gets the data, or until
some local timer throws in the towel. So far the logs show that no
activity happened on this tcp6 connection for 9+ hours.

Comments? Am I right, shouldn't the local side retransmit the ACKs?
