Where is runlevel 5?

I remember this happening with upstart--briefly, and I mentioned that a
comment should go in /etc/inittab, and I think Bill Nottingham fixed it
in a few hours (without me even filing a bug.)

As long as there's a comment in /etc/inittab on how to fix it, should be
alright. 

It's one of the things that if it's changed, will surprise a lot of
people--putting the onus on the user to have read x, y, or z to know
about it is not fair.  The natural place to look is in /etc/inittab.  If
changing it there doesn't fix it, they have to start to google, which is
disrespectful of the user's time, especially when a line or two in
inittab will not take much time to put in. 

I agree with Tom's comment in the bug report.  Put the comment in
inittab, as that's where people will look if it suddenly starts booting
into an unexpected runlevel.    (not that he was the only one to suggest
it of course.)
