I tried it out and it seems to have worked.

pg_hba.conf and pg_ident.conf didn't get copied over. There should at least
be a warning about that.

I have a test bugzilla database and a private wikimedia wiki running on that
machine and they semeed to act reasonably after the upgrade, though I only
did minimal testing.
