 I took a stab at this:

 I made some assumptions in writing this that should be confirmed. The
 biggest assumption is that this is a state that is manually set by
 triagers (rather than automatically set by Bodhi). AFAIK, this is
 accurate, but I could not find anything definitive.

 I'll be willing to update the flowchart on this page as well. I believe
 this state would fit between ON_QA and CLOSE, but I am not entirely sure.
