It could be a list of checkboxes, instead of comboboxes. With the
exception that at least one checkbox must be activated and
activating "Minimal install" de-activates all other checkboxes.
For some people it could be handy to select Graphical Desktop, 
Software Development and Web server all at once.

On the other hand, it is really easy to click "Customize now" and
select the appropriate checkboxes with even a more detail. It
takes just a slightly more time.

Overall it's an interesting suggestion, you can create a bugzilla [1]
entry against "anaconda" package and propose that to anaconda
developers.
