I used preupgrade on an F12 VM that I had handy.  165M free on /boot
(200M total) wasn't enough for a direct install, but preupgrade did
recognize the low disk space condition, and booted just fine into the
2-staged internet install.  My first attempt then ran out of space on /
(thankfully, growing / is much easier than growing /boot for the VM).
I'll update the koji page accordingly when everything completes, but I
think I've hit the important parts of preupgrade.
