crit-path for F13 continued

We noticed late last week that critpath karma gating was only enabled
while F13 was in "branched" mode.  Once it became a normal release there
were no restrictions on pushes to stable for critpath packages.  To do
such requires a bodhi code change, as well as a round of announcements.
I just wanted to give QA a heads up that it is desired that we continue
to have a karma gateway for critpath for F13 updates, and that means
we'll need proven testers who are willing to test things on F13.
