Why is inkscape-0.48.0-1.fc14.1.i686 started with German UI?

If creating a new user: the inkscape UI is English!

Looking a little bit in my environment:

$GDM_KEYBOARD_LAYOUT has the value: de nodeadkeys

Could this be the reason?
