Those are bind mounts over the the existing mount.  pam_namespace makes
this necessary.  policycoreutils-sandbox provides a init script that
sets this up.  Other then looking wierd it should not cause you any
problems.  There is an open bug report to fix pam_namespace to not
require this, but it has not been fixed yet.
