F15: can't halt , can't boot

Trying to reboot F15 to kill knotify4, but it won't reboot, or power off 
because of some systemd problem:

Cannot add dependency job for unit plymouth-shutdown.service

But that's fixable, just take out the battery!

But also can't boot. It seems systemd is running fsck on all volumes, 
and, as of now, taking over 30 minutes!

I take it there's no kernel command line parameter to control this.

If boot with a live cd, how do I stop systemd from running fsck?
