Cannot add user F17\Rawhide, anyone else?

tried su \ sudo

useradd jimmy -c "Test User"
useradd: cannot open /etc/passwd
ls -l /etc/passwd
-rw-r--r--. 1 root root 2207 Dec 26 11:16 /etc/passwd

Has anyone else come across this?
shadow-utils-4.1.4.3-12.fc17.i686

Fresh F16.Xfce yum update to rawhide.


As I added myself to admin group during install,
I can add a user in the desktop.
f-logo > administration > User Manager.

it seems to be a cli\Terminal thing.

Have checked bz for existing.
