Requests to join proventester group - not following procedure

+AD4 This would prevent people from falling through the cracks like above. 

Good idea, I was wondering how we could avoid people slipping through
the cracks.  I'll add this to our Monday meeting agenda.  If no other
objections by then ... we'll fix the glitch.
