What has happened to desktop icons in rawhide?

Add a note to the release notes or handle it in a different manner. 
GNOME Shell is a alternative to GNOME Panel.  Adding a dependency from
the latter to the former doesn't make any sense.  It is a misuse of
dependency mechanism.
