Comment (by adamwill):

 For "All dedicated installer images must boot to the graphical boot menu
 and allow the user to select install options. If no option is selected,
 the installer should load after a reasonable timeout": I have updated the
 relevant test cases to specify that navigating the boot menu must work.
 that resolves the 'partial' issue for this criterion.
