This refers to a pkg-config file.

This is not the right query. The needed file is "libnautilus-extension.pc"
as a pkg-config file is missing.

Nevertheless, nautilus-devel also contains
so if installing that package is not enough, you need to examine
the problem closer (and e.g. peruse config.log and query the .pc file
with pkg-config).
