heads up on 18 Alpha TC1

Dgilmore just posted in https://fedorahosted.org/rel-eng/ticket/5284 that the 18
Alpha TC1 install images have just been posted (no Lives for now). There is no
18 install results template page yet (pinged Adam on IRC but no response yet) so
I'm planning on holding off on the official announcement until there is one. I
also haven't updated the redirects yet since I normally do that at the same time
as the announcement. Delta ISOs will be available soon in the usual place. They
go from 17 Final to 18 Alpha TC1 and are about 36% of full 18 Alpha TC1 ISO size.
