Temporarily Disabling Blocker Bug Tracking Sync

Since bugzilla is down at the moment, I've disabled sync on the blocker
bug tracking application until it comes back up.

I'll re-enable sync once it comes back up but I wanted to send out a
heads up in case anyone notices that it isn't syncing any more.
