repoclosure and file conflicts problems with 17 Alpha TC1 DVDs

I have noted the following errors for the 17 Alpha TC1 DVDs when running the
repoclosure test

Someone will need to file bugs for each of the appropriate components (I'm not
sure which), preferably before the Alpha blocker meeting, since these are Alpha
blocker bugs.
