DVD image based install.
$ grep systemd install.log

Pretty much a show-stopper. Available updates have fixed. I'm running
in Enforcing Mode again.
$ grep systemd yum.log

One of those may have fixed "reboot", too, as it's working again and
quickly.

Yes. In F-16, there's not just Suspend in the menu.
