Linking negative karma points to a reported bug

If we move in this direction then I think it's safe to say that the comment
section should be removed as well since the reporter should be making his
remark in the relevant bug report arguably not in some comment section in
bodhi.

Basically the reporter logs into bodhi and his only option are giving
either a +1 or -1 and provide a link to an bug report
