If you are creating a package it goes in /usr/share/man.  If you are
installing locally from a tarball you want it in /usr/local.  RPM
packages should NEVER (bold, underline and blink) touch /usr/local
or /opt.  Manually installed packages usually SHOULD use them, that is
what they were designed for,

And I think (but could be wrong) the .gz would be preferred since man
deals with it just fine and it is smaller.
