ibus input methods grayed out in KDE

FYI, I created bugzilla https://bugzilla.redhat.com/show_bug.cgi?id=821221

When using KDE there is no way to select input methods under ibus.  They are all
grayed out.  If you have GNOME installed along side, you can login to a GNOME session
and make the desired changes.

However, if you have a pure KDE install you are out of luck.  This would be a blocker
as far as I'm concerned since I could not find a workaround.
