 Need to store bugzilla email association with FAS accounts for #347

 = analysis =

 This should be a pretty straight forward database table addition. FAS user
 can either be stored as plaintext or as a hash. Storing as plaintext might
 be better in this case to aid in storing proposals but certainly isn't
 required.

 Create a new table w/ SQLAlchemy and generate a new revision with alembic
