 = Feature Description =

 After FUDCon Lawrence and some other casual conversations, we decided to
 implement a more user-friendly and discoverable method for reporting
 blocker and freeze exception bugs.

 From a high level, this would be additional functionality in the blocker
 tracking app and some form of a "propose a new blocker/fe bug" button from
 the existing pages.

 This is a non-trivial feature that will require several other components -
 this is meant as a pseudo-tracking bug for the feature as a whole.
