EFI: you have not created a bootloader stage1 target device

I'm not sure when this cropped up. I've been doing this successfully with Live beta, but just ran into it with DVD final RC3.

I think the bug is limited to Macs because of this line:
22:46:03,578 INFO storage.ui: skipping unneeded stage1 hfs+ request

Somehow the logic is bogus, first determining that it doesn't need an hfs+ EFI system partition, but then shortly thereafter other logic is mad that an hfs+ ESP hasn't been created.
