F20 Final Blocker Bug Review #1 Minutes

Below are the minutes from today's meeting. There were 20 proposed
blockers when we started the meeting and we've narrowed that down to 4.
We'll be having another Blocker Review meeting tomorrow (2013-11-13) to
address the rest of the proposed blockers (I'll send out a separate
announcement to test-announce and add it to Fedocal). 

We'll hold the meeting at 17:00 UTC.
