Blocker Tracking App Downtime at 16:00 UTC

Apologies for the late notice but we are going to be upgrading the
blocker tracking app in production today.

We're planning to start the upgrade at 16:00 UTC and in the worst case,
will be down for an hour but I expect the total downtime to be more
like 15 minutes.

I'll send out another email when the upgrade is complete.
