If that is your desire you should be using foreman/puppet or some
other automated server deployment system which can automate you exact
configurations and deploy them in minutes.

Ultimately the reason the configuration is that way because it matches
the widest number of users for a number of different mediums around
the world. For example a few cents difference on a dvd vs cd in the
developing world could make a difference. Also until very recently a
lot of enterprise servers still only shipped with cd-rom drives by
default

This isn't the right forum for this, ultimately it's a FESCo decision
so should follow that protocol to get them to discuss it.
