Where is the bug? It should be proposed as a beta blocker, I believe:
https://fedoraproject.org/wiki/Fedora_20_Beta_Release_Criteria#Upgrade_requirements - we could possibly argue that disabling deltas is an easy enough workaround, but if upgrades don't work with the stock instructions, it's a problem.
