What does a count of the number of bug reports have to do with 
the bug tracker used?

If there are too many packages in Fedora, cut them back

If there are too few people fixing bugs, figure out if the 
project design is attractive to potential maintainers

If the release cadence is too fast, slow it down

If a moratorium of changes on favor of bug fixes is needed, 
call for it

... but NONE of this has more than a passing relation to the 
(subject line) proposal to change bug trackers used

This thread needs to be refactored (or just die).  People are 
arguing just to hear themselves talk.  If it is just about 
'winning' or being vindicated, there is no purpose for it here
