Yeah, so I talked to releng today, and we think this is more or less
what happened. The mirror redirect should make sure to only direct you
to a mirror where the /devel tree exists, so that's not likely the
problem. It's probably that there was a day when boot.iso compose
failed, so mirrors which were already up-to-date with that day's compose
would give you a 404, but mirrors which were still on the previous day's
compose would work.

There isn't much we can do about that given how the composes are done,
so I've just added a note to the page (and the Rawhide page) explaining
that when boot.iso compose fails the links won't work, and you'll just
have to wait for another day or use a live image instead.
