what in fedora rawhide replaces "pdftk" for extracting pages from PDF file?

The man page says it has options to specify the first and last page to be
extracted.

Yes but each single page has it's own output file.
If you specify -f 1 -l 10 it will create 10 different PDF files, 1 page each.
