Release criteria proposal: explicit requirements for keyboard layouts

So, I got sidetracked and never finished this one off. Kamil, roshi,
would you be OK with adding it as I proposed it for now, and considering
revising it if in fact the feature Kamil describes ever gets
implemented? Did I misunderstand anything in my reading of Kamil's
suggestion? Thanks!
