You will need to have a clear idea about _what to test_ in a test-suite
(and how to implement it). Else it would be a waste of time to even think

Same as above. Only if there is an idea how to decrease the number of bug
reports by avoiding runtime problems via the results of a test-suite, that
could become productive.
