Why is tigervnc in F21 so out of date?

Because we are in Alpha freeze, so only things that actually fix
accepted blocker bugs or freeze exceptions go into the base repo. 

Was the major bug fix addressing something that would be blocking the
alpha release? 

There is a version just pushed into updates-testing: 

http://dl.fedoraproject.org/pub/fedora/linux/updates/testing/21/SRPMS/t/tigervnc-1.3.1-11.fc21.src.rpm

But I'm not sure if that includes the "major bug fix" you are
mentioning.
