resuming failed RC downloads?

I'm pretty sure the problem is entirely on my end. But this is pretty
bad. I've done

curl --retry 10 -C - -OsS
https://kojipkgs.fedoraproject.org//work/tasks/5578/10615578/Fedora-Live-Workstation-x86_64-23_Alpha-2.iso

six times already and keep getting

curl: (18) transfer closed with 1283274771 bytes remaining to read

With just over 309M downloaded. It does resume. But if it really is
retrying 10 times, this is a lot of retries.

Kinda blames it on the server, but maybe the server is just getting
impatient with how slow my side is taking up the data.

"server ... delivers data that doesn't match the previously given size"
