how do i enable the updates-testing repo?

so you can see updates-testing is one of the repos being cleaned.
next, i tried to update *only* the cockpit package, which again
appears to show that updates-testing is being consulted:
$ sudo dnf update cockpit
langpacks: No languages are enabled

but once again, nothing is done, even though it seems pretty clear
there is a newer version of that package in updates-testing:
