That doesn't seem Xfce-specific. Can you check for SELinux denials, 
and file a policy bug if there are any? The "SELinux Troubleshooter" 
app can help with that. Were you prompted for admin privileges (root 
password or whatever) when you tried to make the change?

Is this in a VM?
