Booting directly to runlevel 5 prevents from login prompt on the tty's

Hi Joachim,

although my Fedora 22 is not fully updated (will do it as soon as
possible), I experience exactly the same issue.

It sounds like a bug but, for a report, I wonder what is the right
component we could choose... Does anybody have a clue?
