Housekeeping: F24 release criteria, F25 trackers, blockerbugs

Hi folks! Just a quick note I've created the F24 release criteria pages
at the expected locations. I've also created the Fedora 25 blocker /
freeze exception tracker bugs, transferred the 'dynamic' aliases
(AlphaBlocker, BetaFreezeException etc.) from the F23 trackers to the
F24 trackers, and closed the F23 trackers. I updated blockerbugs to
point to F24, it should sync up the bug list shortly.

I'd set up an initial F24 nightly validation page, but current Rawhide
composes are broken by the libtirpc soname bump mess, so I'll hold off
till we have something to test :)
