[Fedora-trans-ar] .PO &.txt?.. what makes PO Very Special!!

Attached is a first draft, quick and dirty but works fine for me. The 
default Charset is UTF-8 but other encodings can be passed to the 
POFileLoader class (see the charset names in class Charset). Should even 
work with Chinese... :)

unpack the archive and run :
java org.arabicfedora.demos.TestPOFileLoader somePOFile.po

I would like to hear your comments and see how this step can fit in the 
big picture. The specs have been fuzzy so far.
